Paul Romero once said in an interview that he used a lot of presets and pre-recorded samples for this soundtrack due to time and budget constraints, so yeah.
Not sure about this part, but most of the HOMM IV music can be found on AMG Complete Celt. It's a set of old traditional celtic pieces. HOMM IV had too short deadlines and there was no time to come up with original music, so Romero used what he got and made his own arrangements of old pieces.
This plays when you have HUGE fucking armies, and you just smash your army against your opponent usually only leaving the tier 4s alive. I've had a stack of about 1000 tier 1s and 300 tier 2 and 3 get smashed.
Dunno why, but the string part at 1:51 onward sounded really similar to MM8's Garrote Gorge to a tone-deaf dumbass 10 year old me back in the day. Probably because I've played MM8 way more than any person reasonably should've, and could probably hum the music in my sleep.
The music in HOMM4 remains something of a mixed bag. In my opinion, the exploration pieces relied too much on Celtric tropes, and many of the Town themes (with their way too overzealous operatic wailing) were borderline irritating. However, Romero's battle themes remain epic as ever.
My dearest HoMM4, you may not be perfect, but we love you for who you are, forever and ever.
Every 2/3 years I play this game again only to listen these beautiful soundtracks, they are truly unbelievable

I heard that part in many TV series and other games.
I find Heroes III to be the best in mechanics and such (I didn't like the removal of some of the creatures in IV), but IV has the best music by far
