    The goon fills in the TVL178 Record of Interview form. The top copy is left (or should be) with the occupier who was interviewed; the carbon counterfoil is retained by the goon. Completed 178 forms are the basis of EVERY TV Licensing prosecution. The date the set was installed IS relevant. Legally a set can only be installed if covered by a valid TV licence. The definition of installed is given in the legislation - the Communications (Television Licensing) Regulations 2004 if memory serves.

      What if your using your tv as a monitor like i do,it can't receive a signal its connected to my main frame computer no aerial but if i took it down stairs im sure the free view aerial still works but nothing is connected, so your saying i can't owen that tv/ monitor without a licence I'm not sure that's Wright, the act comes into force if you watch live tv not owning a tv.

      Hi TVlicencing blog - I've checked the regulations. The definition of the words “television receiver” imply that the set is only installed if it has been tuned in to channels received via satellite or aerial, or to access iplayer. This would not cover usage of the TV as a monitor or for internet use excluding iplayer. See part 3 section 9. If you're using the set legally, the answer to the question on the form is n/a - set not installed.

    Proud of my wife. Today we had our first goon visit. Dressed in a stab vest and posing as some kind of official. Asked for me. Wife asked him who he was. Asked if she was my wife. Asked him again what his name was. Eventually he admitted he was a goon. Wife “no thank you” and shuts the door. Your lesson well taken, thank you.

      Keep it polite and simple she did both the only way in is with a warrant and the court will need strong evidence or the police could knock down any door they feel like.

      We got a visit 2 weeks ago - I just said 'we don't need one' and the old gent walked off. My partner was about to engage in a conversation with goon who was at the door when I overheard what was being said, and interjected! She's too polite for her own good sometimes :-)

      They said they wouldn't visit during COVID. I am laughing so hard right now. I'm partially deaf(completely deaf if the sound is from a different room or floor). I don't wear hearing aids at home and due to insomnia I've slept through the day and worked at night. They must be knocking away! :)

    Just cancelled mine. Got £79 coming back, luverly. It's not just the 500000 licence fees they have recently lost, but also all the money they have had to refund. love it.

    Literally 5 mins ago had a tv licence guy turn up, I said I don’t watch tv 3 times. He then kept trying to trick me asking” how long have you been watching live tv for?” He must of said that question 5 times. Just be aware, I should of just shut the door straight away.

    Anyone could knock up one of those forms, and get into the properties of the elderly, or the vulnerable.
    A quick flash of a photo driving license would fool a lot of people who are intimidated by them.
    producing a form like that should be illegal.

    It should be completely outlawed this kind of behaviour. Goon visits should be banned and the hideous TV licence scrapped permanently. The sooner we all, and I do mean ALL, of us stop paying the better.

      Australia had a TV licence, for ABC, until it was scrapped in 1974. Since then it's been 'Government Funded' and takes advertising. But, the ABC seems to be on a mouthpiece par there with the BBC here. Riddled with the Left.

      The more details they have of you, the more damage they can do if there was some dodgy goon that works for them that has access to your details, and also there is no guarantee that the people who knocks on peoples doors is actually a goon from the BBC / TVL could be anyone posing as a BBC / TVL Goon so they can get peoples details to commit ID Theft
      It is easy for anyone to create fake ID's and paperwork that the BBC / TVL use
      When any goon comes knocking on my door I always tell them to go forth and multiply (just not in those exact words lol) and I NEVER ever give them any details, not even my name (same goes for anyone else that knocks on my door who I do not know)
      The ONLY people who need National Insurance number is Your work and / or the Government NEVER give it to anyone else

      These tv licence people are collecting people information from the housing association people to hack people money by force, they will take your assurance number, sometimes pretending to be working on behalf of the housing association to do work in your house, gas and electricity check, roof repair if there is asbestos, etc,,,,,,people becarfull, there are many strategies now to enter people housing, be prudent about these tv licence people on these days,,,,,,,,,,

    I've had the warning.. I've had the letter with the same code on.. They sending one out to me and I can't wait to shut the door in his face. My wife had to pay 500 quid 2 years ago for getting prosicuted... No more my friend. Your channel has helped a lot... Bring on the goon

    This form is very similar to a police record of interview - deliberate attempt at intimidation.

    Since when can a salesperson give a caution, although I give a caution it's stuck to my front door it say's "warning venomous reptiles on premises, if you get bitten you will die as you have NOT been invited in I do have anti venom but only for friends and family" no-ones ever knocked at my door

      Any person or company can read you your rights and give you a caution...You can do it....I can do it (though why we would is questionable) In the case of Capita they do it and operate under the rules of PACE to give them credibility......as I said...read up on it and start doing it to your friends if you are crazy enough......have a PACE party where you all caution each other.

      I think you will find that form is no longer used, its from the time when just having a working TV without a current license was illegal, that's why all the strange questions.

    National Insurance Number it's called the PPSN over here in Ireland... Never ever disclose that to anyone.. The only people that have that number is: Social Welfare, Revenue and your employer..

      Correct. If they turn up with a warrant it's a warrant to search and/or inspect *if* you let them in. It is *not* a warrant of entry.

    I asked him to talk to me off my property...away from the porch - in pouring rain, he gave the whole lecture and and I just gave him the "not relevant" or "I do not disclose this information" response...took about 4 minutes and he walked off. I wished him a nice day but almost felt sorry...you must be really desperate to do a job like that... ;-)

    Got my first visit last week, the one benefit of living in a 3 storey house is that when the door bell rung, I just popped my head out of the window and said "hello" (I suspected he was a goon!) "TV licensing", "NOT INTERESTED MATE". Window closed-he didn't hang around! 👍

    If you've got kids in the house ask the goon for thier current CRB check. To prove they don't have convictions, none will have one and all do walk away. Works every time even if you don't have kids ask them for their CRB check as your vulnerable.

    I have mentioned before about a partially sighted neighbour being visited by an "inspector" from Capita. The conversation was short he said who he was asked to come in. She told him no he'd have to come back when her daughter was there.
    He said "No problem call the number on this form to arrange that. Could you please give me a signature so my boss will know I have visited you"
    She took the door chain off he has to put the pen in her hand into the signature box before she signed. He gave her a carbon copy where he had circled YES to the question "Do you watch live TV"
    She did not have a TV.
    Back then it was a smaller form.
    This tells you the type of person you are dealing with AND the lengths some of them will go to in order to get you to pay for a licence!
    They are paid a basic salary and get a % of the fee for each licence they "sell" as a bonus so they are incentivised to sell more licences!
    The form and questions are there to intimidate and trick you into answering questions. They are not police, emergency services, HM Customs and....
    They have no right to enter your home unless you give them permission.
    OR
    If they have a warrant!
    Do not give them permission.
    Do not answer any questions they ask.
    Do not sign anything.
    Ask them politely to leave and not come back.
    You can do this through a closed front door or with the door on a security chain!

      They do not have the right to enter even if they have a warrant...this particular Capita warrant only gives them the right to ASK you to allow them to enter.

      @@Pinzpilot101 The warrants come on application from the Magistrates Court they don't issue Capita Warrants.
      Capita have a policy NOT to force entry but they usually turn up with a warrant and police.
      If you don't answer the door they won't force entry.
      If you do they will show you the warrant and explain they have the right to enter.
      I recently watched a You Tube video where they turned up at a house with a warrant and police. Police explained "allow them in or be arrested for obstruction and the house would be searched anyway"
      They asked him to turn on the TV he refused. The goons got the remote turned on the set tried to get a signal. Tried to fire up a streaming stick and couldn't.
      Started asking the householder questions from the interview form. He didn't answer.
      They threatend him with arrest for "obstruction". They read him the PACE caution.
      He said "You are not police. You have no powers of arrest. If these officers want to arrest me I'll go with them be interviewed under caution with my Solicitor present.
      He asked the officers who were observing everything "Are you going to arrest me?" One replied "No" the other tried hard not to piss himself laughing at the two "plastic policemen" from Capita.
      Search over they left telling him "we will report you for obstruction. He refused to sign their form!

      @@stevew3196 We have all seen this video....He knew what he was doing...he was not 'done' for obstruction because he did not obstruct, he just gave them rope to hang themselves with. The reason I call them Crapita Warrants is that they are ONLY used by Crapita...they are never ever used by any other organisation...They are Proformas, signed maybe months in advance by a JP and photocopied off with details written in. A REAL warrant will be newly typed and signed by a judge the ink will literally still be wet....these are distinctly different and used by the Police. ANYONE even you can read the PACE caution to anyone TESCO could do it if they so wished......Crapita only do it to give their salesmen some credibility, which being mere salesmen, they do not have in any measure.

    I had a TV licensing goon turn up at my mums house years ago while I was visiting, but she was not in, having popped out to the shops. The guy stood their and asked if he could come in and I said no, it isn't my property and told him she was not in. He then started asking me questions, to which I said either no or don't know to, he then handed me this document, and asked me to sign it, but I saw he had ticked yes to a bunch of the questions, so I said no, I ain't signing that and he went off. A month later I had a court sommuns for TV licensing, and I had to go there, and I was drilled by some prosicuter for 10 minutes, when I showed them evidence that I do not live there, she asked, 'But Martyn, why did you sighn the paper?' I asked to see the signature, and when they tried to show me, they found It was not signed after all, and that was the end of that.
    Admittedly, I should have just shut the door on him, but I was younger then, and I thought it would be better to get rid of him by telling him she didn't have a TV. Didn't know he would ever try to trick me, or that I would end up in court.

    I seriously think anyone getting hold of your national insurance number could be in serious trouble with the law. This is one thing you should never give to anyone other than a verified government department.

    There is a reason they ask a written phrase. The word understand, in this instance, does not mean do you comprehend. It is a legal word that means you freely give the person using it control over you.

      Only reason I could imagine they would want a NI number would be check if the house holder is getting pensions credits aka free licence would then be awarded. Otherwise it’s information they do not need to collect some how fair use comes to mind.

    There was a TVL goon at the door today. I can see from upstairs who is ringing my doorbell. I ignored it and he went away. TV Licensing is not a registered company at companies house. 'Do you understand' means 'do you stand under me' no is the correct answer. But ignore them anyway.

    if the bbc were realy that concerned about people watching the content for free then maybe they should encrypt it like they do with sky movies and sports this way if you want to watch the bbc you can get a decryption device and watch it.
    This way it would leave you just the free channels to watch without ever breaking the "law".

    I have replied to their letter that advised me my property is under investigation. I warned them that, if they contacted me again, I would make a formal complaint to the police of stalking and malicious communication and that I would sue any "inspector" for trespass in the event that one of them set foot on my property.

    We’ve signed the online declaration and subsequently had 8 letters and one visit since January. If they were an ex. they’d be arrested for stalking by now. If they come again and try to caution me, I shall just keep saying ‘nope, don’t understand. No, still not getting it.’ It would be interesting to see how long they can go on for 🤣

    Do you remember when plasma TVs were new and you needed a second mortgage to buy one? I was purchasing one in Currys, and right when I had paid my near three grand the pimple-faced lad said he needed my details for TV licencing purposes, I told him to fuck right off and carry my TV to the car, he just said 'yes sir' and that was that. I don't think he wanted to lose his commission on that one.

    It amazes me in today's big brother world we live in... how TV Licensing aka the "BBC" cannot tell if you watch
    TV or not. Where's this detector van they always spoke of in yester-year? I have never seen one. And I have
    not owned a TV since 2013. Yet they still write to me wanting to enter my home to "SEE" if I have a TV or
    not. So I ask them - "Send one of your detector vans down my road" - lonnnnngggggg silence.

    Jon are you considering doing something similar for the "court officers/ warrant officers*/bailiffs"? *When I was in the army warrant officer was a rank so I would ask about their service to baffle them. They are not court officials nor bailiffs but a private debt collection firm. They have the same MO as these goons.

    Never tell people details they claim to be able to get. This applies to tvl with their detector vans and people who phone you to tell you about an accident you've had. Ask them when you had the accident and ask them what channels you've been watching.

    I suggest, having the powers of just about any person, these goons have no appropriate authority to properly issue this legal caution. So many jumped up people seem to be doing this nowadays, I suggest that only if it is used by an appropriate person, eg Proper Police Officer, Customs Officer etc, it actually legally means anything.
    Also, I suggest, regardless of the person, appropriate authority or not, NEVER EVER say that you "understand". People think this is a comprehension issue, but I suggest in legal matters, saying that you "understand" means that you accept authority from the other person and agree to abide by it. I suggest to this day, this is why police will always say "Do You understand" ie "Submit to my authority".
    As many people have suggested, the BBC seem to be using "jumped up" companies with "jumped up" people using "jumped up" tactics that would probably put most other companies in jail.

    In my drawer I have a tv licence which is dated 2001. I will hand that to the goon when he turns up, and when he says to me, "This is twenty years out of date", I will reply, "So are the damned programmes!"

      Doesn’t escape the fact that I totally disagree with the license fee.

    I did the online form 10 years ago to tell them I don't need a TV licence. When I've moved house, or every 2 years, I do the form again. Never once had a visit or a threatening letter.

      Yes, me too. Though I take the precaution of filling out the name as 'A N OCCUPIER' as the website forces a single character firstname, middle, and only the surname text box allows multiple characters.
      I have to say I do not watch broadcast TV in my home at all and haven't in a decade, but I have no reason to give any personal information to these parasites. Their demand letter is addressed to "The Occupier" and my response is from "An Occupier" to the best of my ability on their webform.

      Totally correct and never answer no, which creates controversy which courts can adjudicate on. Asking a question avoids controversy (therefore nothing for a court to adjudicate on) and asking them: "Am I obliged to understand?" throws them and the police BTW, for a complete loop.
