I think it's simply that they are ashamed of themselves. They know that what they're doing is wrong.
For me, that's a big part of the appeal of these videos. Non-violent public shaming of of people who are being assholes works amazingly well in many cases.

Basically they need to start with some huge payment for allowance to use your own personal car in the city. Use the money that is gathered to buy new public transport and make it fast (less cars on the road) and comfortable and accessible to everyone. They have too many cars. That's it. That's the reason why cities are congested. Businesses have no adequate parking spaces for their customers relying on the sidewalks to be the parking spaces for their business. If people can't park just anywhere, then businesses will relocate, expanding the city instead of congesting it.

The problem with Russian law is allowing citizens to 'arrest' or 'charge' others. This is the major loop hole that exists and gives SADB the power to 'exercise' their rights to charge people for anything they don't like or agree with. They have given stickers for just about everything from using bad language, not parking properly, being argumentative, assault - jumping on the hood of a car because it is on the side walk, standing in front of a vehicle and or person, gang like mentality - while sticking, another person will stop the person from protecting their property, vandalism and congregation- staying in the same place with no real motivation to do anything or move along. Get rid of the citizens' arrest law, and they will go away.
