@@_HONK Spud's HtA series famously had him get all his colonies annexed by event. In this series we have seen uncivs mob and get better mil tech than proper europeans (japan's decision and India). It isn't based on hpm. Also at one point in time, native nations were extremely broken.

Like in this uncivs can get lots of tech which is good and bad since it means japan can defend itself from a coalition downside is that it could be stronger than cived nations but yeah
