Once they appear a galactic community proposal comes up to ally against the scourge, also 2 out of the 4 types of fallen empires have the ability to awaken when a crisis appears and fight it.

Especially since Russia never existed in this Mega-Campaign otherwise so it was the first time Poland ever met them and they actually became friends! I don't even think they ever went to war with Russia.
