You can put a hex allen wrench in the end of the bolt and use open wrench to turn the nut while holding the bolt stationary with the allen

I cut the excess threads and grab it the same way cut makes it easier especially when they are rusty.
I heard somewhere that if you “jack up the suspension” it makes it easier to remove those bolts.
