If it looks clean and new ( without evidence of ever being mounted )... Can you inform me how to tell if the circuit breaker is really a used one?

If lights are flickering, but the breaker is t tripping, and it only seems to happen on the circuits associated with tandem breakers, could that be a breaker going bad?
I can hear it sparking, and I don't see any spark marks on the bus's. I assume it's sparking inside the breaker itself, but not tripping. Not sure how to test for that

What if the outlets not working, I check the breaker and gave me 12v then changed it for a new and issue remain then I changed one of the outlets and now I'm getting 24v? What could be the issue here?

If the leads are not touching anything does the voltmeter read zero?

Not quite zero but almost zero, .015v for example.

If it’s not connected it should zero. Depending on the meter and it’s calibration they might be a little bit off.

Hello how much does this cost for someone to come replace it ?

I'm not sure. But once you find out that it is bad, it can be replaced in five minutes. Probably could do it yourself, after proper research

Voltage and amp load carried on insufficient breaker ..check amp draw first

Soooooo.... am I the only one who noticed that at the end of the video this guy's multimeter shows a reading of 0 volts when touching the breaker but yet it shot up to .192 when it was pulled away and not touching anything?!?!?!?!?
