Hi there! Great question and there are a lot of options. Lisbon and Porto are certainly more expensive but have airports and lots of public transportation and things to do. Setúbal is more affordable and has fantastic beaches. Évora and Santarém can be good option for a smaller city with culture but can get quite warm in the summer. The north is definitely rainier. Depends on what’s important to you and your budget
