I think it's pretty clear that the program was cancelled. Why send people up when computer controlled remote cameras work just as well?

The government cancelled the program as better wireless technologies came into play. Rather than using a physical film-return system as Dorian would have (around 1:50), they use a system of relay satellites in GEO/HEO instead. There isn't much in terms of "conspiracy"; the NRO truly did want Dorian, but technological improvements proved it was obsolete by the later stages of the program.
