    Kaunda: "By the conscious decision of the people of this nation, Zambia will soon be a one-party participatory democracy. This is why the deliberations of this national council are so important. Our decisions should be a milestone and a driving force in Zambia's unfolding future."
    Reuters reported that he "warned against complacency in dealings with Rhodesia and South Africa, and said that an increasing number of Zambians were being recruited as spies by other nations. He devoted most of his two-hour speech to rural development, and the need for diversification of the Zambian economy."
