The K-league depends primariliy on korean players by design, there aren't many foreign players in the league. When they do recruit foreign players they scout for overlooked talent in places like Brazil, not players already earning high wages in England. The level of K-league isn't that low, probably higher than a lot of lower european leagues, comparable to the championship maybe a bit lower. Most of the notable Korean players playing in foreign leagues have their start in the K-league, Kim Min Jae notably played the first few professional seasons of his career in the K-league.
