I always thought that legislation was meeting together to discuss and consult to see all the sides and points of view, to understand all the players and how they are helped, or hurt, by the play of facts and possibilities as they unfold in real life to real people. Politely, as professionals!
Today's Congress seem to do little consultation, or even claim to do it. They make up their minds not according to reality, but by following instructions of the cult leader, with no concern for the people's opinions at all.
