How about putting a strip of ice and water shield on each roof rafter, get a new roof, install solar panels with under the shingle mounts? Have the roofing guys out plastic under shingles so they don’t seal before the solar guys get there?

I have solar panels in Ireland. It obviously rains a lot here 1.5m of rain so far this year) and no leaks. Cement slate roof with plastic flashing modules for the solar roof supports.
