He doesn't actually mean literally rice and beans. He is more psychological with his money advice than math. He builds confidence in his listeners do go find a higher paying job and to go do the work.

"Palm Springs isn't exactly cheapville." Bro, it isn't even cheapville where I live where jobs basically don't want to offer more than $13 an hour at 40 hours per week, while rent is $700+ a month for a one bedroom one bathroom apartment! Yeah, that's why I work 25 minutes away for $34k a year after taxes, a job that actually provides a LIVING WAGE for just me! If I were to limit my potential to just where I live, I'd be $20 a month shy of qualifying for an apartment here since $13 an hour x 40 hours a week is $520, then x 4 means $2,080 a month, and you need $2,100 to BARELY qualify unless you have a roommate, and I've asked people if they want to be roommates, none of them said yes! We're told we need to be INDEPENDENT. Okay, who the hell is independent exactly? We all need each other to make the world run. Not even the corporations are independent, not as long as they need workers, and we need farmers for our food, and we need construction workers to build houses and apartments, and we need mechanics to fix our vehicles, etc.! So this idea of being independent is just an illusion if you think about it, even if you have enough money to retire, where did you get that money? Even if you built your own house, where did you get the materials, and did you have to buy them? If so, it's not exactly independency if you think about it.
