The higher limits are likely reserved for illegal dealers.

Responsible gun owners keep up with where they put their ammo. Even if he uses the same bag for hunting trips in the US anybody with a little common sense would always keep track of what they put in their luggage when taking an out of country trip. @@hanshansen3885 There was no intent to bring on vacation a tiny amount of harmless-by-themselves rounds of ammunition.
This incident needs to be addressed by its intent, first and foremost - _not_ the doltish, check-box style of interpreting and applying the law.
The need and right for one to protect themselves exists no matter where you live in the world; regardless of what local weapon laws aim to achieve. Imagine only criminals, who already disregard the law, being the only ones with weapons.
Now also imagine having enough blind faith and ignorant optimism in government as to think it could never become tyrannical toward you and that you, organized and bonded with your fellow citizens could not lord over the government the prospect of a too-costly revolution if said government overstepped their bounds too much and infringed too egregiously on individual rights.
