Leong Mun Wai voices strong reservations about renewing the Criminal Law (Temporary Provisions) Act

  • In a recent speech to Parliament during a debate, Leong Mun Wai, a Non-Constituency Member of Parliament (NCMP) from the Progress Singapore Party (PSP), voiced strong reservations about renewing the Criminal Law (Temporary Provisions) Act without introducing more robust safeguards.
    He highlighted that, although gang activity persists in Singapore, the current level of criminality is nowhere near the heights it reached in 1958, the year the legislation granting the executive the authority to detain individuals without trial first came into effect.
    Mr Leong raised critical questions about the Act's ongoing relevance and necessity, considering the current state of law and order, existing criminal laws, and the judicial system's effectiveness.
    Emphasizing the need for a careful balance between individual freedoms and societal security, he questioned the government's long-term strategy regarding the Act's perpetual renewal in the absence of complete crime eradication.
    While acknowledging the Act's significant role in enhancing national security and safety, Mr Leong argued that its potent authority demands equally vigorous checks to prevent misuse.
    He proposed three specific enhancements: mandating the participation of sitting Supreme Court judges in advisory committees, requiring the Minister to obtain approvals for detention or supervision orders from these committees or the President, and stipulating the President's approval for extending detentions opposed by an advisory committee yet supported by the government.
    With the bill's passage on Wednesday, the Criminal Law (Temporary Provisions) Act, introduced in 1955 during the colonial era and intended as a temporary measure, was extended for the 15th time.

      PSP Non-Constituency MP Leong Mun Wai has been issued an order under Singapore's fake news law to carry a correction to a Facebook post he made about a couple who purportedly needed financial assistance for their health problems, but had been overlooked by Govt agencies.

      Minister for Social and Family Development Masagos Zulkifli instructed the Protection from Online Falsehoods and Manipulation Act (Pofma) office to issue a correction direction to Mr. Leong, Gutzy and The Online Citizen. All three were required to carry a correction notice alongside their posts. Mr. Leong subsequently took down the post.
