I wouldn't call it scandalous, but probably not the best choice for the then Princess of Wales. While dance was the area where Diana was gifted, her song and outfit choices were a bit risque. Princess Catherine made better choices with her piano and outfit choices.

Putting their personal style and scandals aside, he’s well educated Cambridge graduate in history and literature, and he likes painting, gardening. She didn’t graduate high school and liked dancing socializing. Very different individuals. He’s more ready for a king then she was for a queen by their behavior.

I think Charles was upset because did she dance for him, or did she take the opportunity to take the spotlight off of him (his birthday) and put the attention back on her? It all depends on her motive and no one knows what that was.
