4, i think they calculated the number of times dice roll from the top shelf to the bottom shelf without any coins in the way so they can "load" the dice on the top shelf to end up with lower numbers..... this is just a guess but if dice do a 3/4 rotation frim shelf to shelf on average without coins in the way.......
