Honestly, I’m just fine with Harbin being garbage. The line was way overblown as being all Smolensks, and I’m glad that that didn’t turn out to be the case.
As for balancing it better, maybe a kilometer more of range would be fine. Though I’ve noticed that a lot of light cruisers in the game tend to have really crap range for whatever reason.
I think they just need better velocity. More range on all light cruisers would be OP, though the range on these ships are so low that it would be fine imo.
Harbin has decent velocity. Maybe Sejeong/Jinan, but the main issue with the line is range.
Didn’t say anything about buffing other CLs though.
@@atpyro7920 ik you didn’t say that they should buff all CAs but it did seem like you were confused as to why. I’ve played through almost the entire line (except Jinan) and every one of these ships are bad. My only worry about them giving these cruisers more range is that it will be almost entirely useless if they can’t hit anything. :)

Yeah, same here. In fact, knowing a good player also have the same rough experience is something that somehow assuages the frustration of the grind.
I even took the IFHE and the 10 % boost did nothing, over 300 shells on a Chumphon i hit a Warspite, over 61k damage, still a loss, still got chased down by DD's and did not even kill the Warspite... What a joke.
Seems like working towards that tier X in weaker, junior ships is becoming a trend. One notable exception is the German battlecruisers. On the bright side, seeing this actually makes me appreciate Haarlem. Thanks for the vid, PQ!
but Schliffen whole line is good tho? Maybe Zieten is a hiccup, but she's still workable

i disliked the Harbin aswell. However i rly do enjoy the Sejong (with reload mod in 6th slot).

I totally get it. And Prob my affinity for light cruisers helps my perspective on this line, but I've had way more good games than bad. Those who say its a dd line with a citadel aren't wrong, but like DDs, the better you are are reading a game and being prepared BEFORE you need to be, the more success you'll have.
This whole line consists of floating hot garbage with somewhat good torps and AA.
It was such a pain in the ass to grind.

I am running reload mod in slot 6, mostly because I am bad and can't hit anything with these shells, which makes me even more situational with these ships, which hasn't stopped me from having awesome games. I honestly vibe with this line and enjoy the Jinan. Being able to spin to win the enemy strong flank I never gonna be not fun. I run the torpedo damage and reload skills too, just to push these torpedoes in the "Stoopid" range
Edit: I play a lot in Divs with my clanmates which does help a lot with spotting and me helping them on enemy DDs. So I am a bit biased xD
i play this line like a Flint, hug the islands like its your waifu.

I agree with you, the Harbin was most likely made like that to force players to use doubloons to quickly get to the Jinan.
Harbin needs a lot of stars to align for her to shine. It was really rough experience for me grinding this ship for the Sejong. Harbin is very situational. And the room for error is utterly small.
I'm up to the Harbin now. It really is a painful ship to play. I've been looking for tips on something I might be missing and I'm not finding it. It's just shear luck if u land a torp and almost completely pointless to use the guns, cause the dd's out gun you. I just keep hoping the light at the end of the tunnel isn't a freight train!
I wont be taking Heavy HE cause i don't see a lot of alpha damage from the main guns so its 10 % only from that , seems to me that if i land a torp with 15% more damage that the other skill gives its worth more ... I like the T9 so far cause i like this play style . Good informative video as always keep em coming .
Harbin's good in a deceptive way. I *never* feel like I'm having a high impact on the game; then we win and I realise I've top-scored out of nowhere and I'm at a 57% winrate in it. I've been putting off uploading my Harbin games to my channel because they've all been really bland - despite me top-scoring.
The stealth lets you pretend to be a DD in some circumstances, which doesn't feel like a big deal - but then you realise getting a free cap because no-one left in the game can reliably contest against your stealth is often a free win.
It's not a load of fun to play, and you constantly feel like you're at a disadvantage due to the lack of hydro and circumstantial torps - but it works ... "fine". Which is better than having a load of Smolensks in the game.
** Edit ** Just got onto the Sejong, ended up with a 63% WR in Harbin by the end of the grind. Some example vids up on my channel now.
I just started the Harbin. 2 battles with the red boost on ship xp for one battle... 70k ship xp. You can do it! 😆
I've found it to be pretty good for ranked. Move up and play aggressive to support your DDs and annihilate the red DDs. Since there's only 6 enemies, it's easier to avoid taking catastrophic damage. Also, I've gone full torp boat build + HE damage instead of any IFHE or DPM boosting builds. IMO the guns are there to start fires and kill DDs.

The good think is because i have a lot of special flags and camo too i needed only 11 games with it 🙃
The "soupy mess" is basically the only thing going for this line.

Same feeling. Lacking battle impact. A DD spotting you preventing you from coming closer and even able to hit anything is annoying. This one frustrating ship. So far my winrate is worse of any T8 and I have all the other techtree cruisers and bb's up to T10.
I think the upcoming tier 8 ITA DD would be even more painful with its 8.9km range and 3 smokes that last 35 seconds. WG just really wants us to either FXP to high tiers or suffer in hell.
That one sucks as hell. Since it is not officially released yet, not many people have that one atm.
The difference is the guns do damage, sap super effective!

sometimes luck plays a big part in wows, you can have enemy throw their ship at you and surely you have fun..this is always the gameplay in warship
well that line is almost dependent on playing with a division with a dd captain
Harbin was a painful grind for me too. On the PT server, I find Jinan a ton of fun. My build for this line puts emphasis on torps while dropping the gun reload with the last slot. My build I am working on with this line: LS, PT, AR. SI, SE, CE, Torp reload, Torp armament expert. Also using propulsion mod which has saved me several times haha.
One of the biggest problems I have with Flamu is everything is either GAME BREAKING OP or HOT GARBAGE! I don’t like this line either. There mobile AA platforms. In fact what there best at isn’t rewarded by the game.

First time I came across one of these in a Pommern and it just kept crapping out torpedos. Smh.
Been there done it in a full health cleve, lost to a half health mog he just out shot me. Depressing
I think Harbin is the most miserable experience I've had in this game, for all the reasons you went through.
Don't have the tools to do it's role.
I unlocked this the other day and found it to be better for me than Chumphon. I think mostly due to the torps, but I found hitting dds to be slightly easier due to the russian guns.
I have however just seen that Harbin (And Harbin alone from the line) is getting it's Sigma nerfed from 2.05 to 2. Now 2 is the standard for it's tier, but I can't help but feel like for such a poorly performing ship; a nerf is the last thing it needs.
I've seen a few forum posts of people asking how to play these ship and how to actually make them work. So far I've just seen people claim them to be good at halting a push. I'll not complain of the torps strating from Harbin at least, but Chumphon and below have nowhere near the stopping power needed to do that job. the dpm as well is far too weak, especially with the low pen (IFHE isn't worth it past T7, if you could even say it was below.). Chumphon as well has an abysmal fire chance. A good fire setting game would be around 5-6 fires in that thing, and with so many ships equipping the fast DCP, they yield very low damage.
I can see from Harbin that there is a big focus on the torpedo play, but at that point I can't see what a Harbin really has over an akizuki for instance. Better he pen, dpm (when considering wha you can actually pen. They're incredibly close otherwise anyway), fire's per minute, concealment, longer smoke, speed boost, arguably better AA (though missing dfaa) and of course the obvious: no citadel. All Harbin really has to say for itself is 0.4 kts more speed and a tighter turning circle, but sacrifices rudder speed, and quite a bit better torp dpm. But even that comes at the cost of not being able to hit DDs as well as the worse concealment making it harder to use the as effectively.
Don't worry the sub spam is stopping any pushing action or mass dd spam with half the teams being a mix of dd and sub.
Vermont is a better light cruiser then that. At least DDs feel it when you hit them with it :D

I stopped the grinding on this line at T6 as these ships just didn't fit my play style. No armor, no game impact, no hydro, no ability to fight off dds, no thanks.
Harbin is considered the best ship in the line funnily. The line to me is….eh. 9-10 making torp soup is fun though.
You're experience with Harbin pretty much matches mine. It's been pretty miserable. DPS isn't great. Range is pretty bad. The only thing I like about it is the torps, but even that only works if they push into you and your DDs are out ahead of you and spotting for you.
The amount of times I wasted smokes in the tier VII and VIII is ridiculous. I would take up a good position behind the DD/s and wait for spotting. I would smoke up and of course the DDs would disappear into their own smoke, run behind islands or even charge towards me into my smoke. Frustrating isnt the word. the tier IX and X are so much better and don't rely on your team mates for help anywhere near as much. I will never player anything below tier IX on this line again.
I think we can all agree on that this is the worst line in WoWs.
I found it ok-ish.. it's all about the play style.
It's ok, as long as you end up in matches with a lot of Tier 7 and 8s with maps with decent amount of islands. when you end up in Tier 9 and 10 heavy matches, it's very rough with those rather absymal guns and torps with only about 10km range. And yes, too many times you end up working hard to get into a good position, but nobody is spotting in your area and your forced into DD gun fights and end up getting hammered in all directions once spotted by everyone else.
I hate to say it even an Nuremburg can hurt it bad. Still I have been having fun in it, but having a clan member in a European DD (no smoke) and getting Infront of a push seems to be the factors that help it. Along with killing the DD or DD on the side that you are on along with keeping your DD alive. Then keeping a watch for radar or being within radar range of a ship.
What I really can't stand about these ships is the shell velocity... They're so frekin slow! It's crazy how easy it is for cruisers and DDs to just dodge your shots... You have to lead so much that they can just slow down after you shoot and you'll miss.
I hate my Jinan its as bad as that boat, not ship.
You need to take ifhe on harbin only. not the rest of the line.
If this Harbin is garbage at T8, imagine the premium T9 Dalian who is eve worse.
Anyway it has the best shell arcs of the line.

im in the same situation with the teir 9 buffalo cruiser. every match is painful and im sitting at 18% win rate on 21 matches so far...

Buffalo's super squishy for a T9 heavy cruiser because so much of its side plating can be overmatched by 407mms and over.
You *have* to abuse islands with it if there's any 407+mm battleships around, at which point the meh firing angles are less of an issue and the good guns can do some decent work. Good ammo management lets you abuse the improved pen angles on its 203mm, and it's HE is fine too.
Against stuff that can't overmatch your armour, you can generally abuse the hell out of them.
@@Ace42x yea i realized pretty quick that its hide or die in this ship, the other issue seems to be lack of range for me, everyone is always just out of my range which causes me to try get abit closer (inpatient AF i know lol) and then, yea i get dumped on by big BB guns. i need to work on patience if anything for this ship
@@Desklamp1234 If you support your DD early (and the radar's great for that, even with the .7km deficit between detection and its range) then the enemy has no choice but to push into you when you secure the control point - at which point the range doesn't matter.
Range mod in the final slot for Buffalo can work, but TBH better map awareness and beefier DPS is probably the best bet.
That, and if you're forced to open-water fight, you have to position away from team and *only* fire your salvoes off when the enemy battleships' gun traverse is pointing away from you and doesn't have time to turn and fire before you go undetected and time your salvoes with their reloads. The IJN ships tend to do this way better, but Buffalo can do it to a limited extent as long as you can manage your concealment (all the easier if you supported your DD earlier and thus eliminated the enemy DD and thus spotting threat).

Well I disagree about the Mogador scene. Harbin has slow shell velocity, vs a fast and quite agile destroyer. He played you right out of your comfort zone range. If he was closer the fight would have been much different.

The Chumphon is SO much weaker than Atlanta, and they're same tier. I can't see myself putting anymore effort into this line, and I love playing light cruisers. Maybe when I've ground out everyting else, but the Harbin seems weaker than Atlanta as well, and that is not a good look for a T8.
What is it with these ships? Made of bamboo and rice paper, guns at best start a disappointing number of fires, it goes on and on. Annoying to play, but I keep ending up on winning teams, somehow. In 82 games (Tier 5 - 8) my win rate for the class is 63.4%, way above my mediocre average.
I had transferred my ace captain, Da Rong, from Tier 7 Chumphon to the Harbin and was about to sell the Chumphon when I checked out my stats on "WoWS Stats & Numbers". Tomasz Gross, who runs this site, not only tracks win rate but also "Personal Rating", which calculates a number comparing your actual performance (damage, etc.) with "expected" numbers (probably averages for the particular ship).
So, for the (32 games): "Personal Rating" - terrible, 586. Avg. ships sunk - terrible, .28/game.
(10 games): "Personal Rating" - still bad, 704. Avg. ships sunk - actually OK, 0.8/game, somewhat above average. (Started landing a few torpedoes.) . (OK 10 games is not a lot.)
As of now I have literally 0 interest in grinding these ships.
The range is too low. I am eating the shit of T6 now, and always forced with T8. So when all smokes are run of, I am dead. And I think the radio detection will be better as I would have a chance to know if something is close to me. And I will not enable skills about torpedo, I would like most of skills that help me survive with this pan-asian cruiser.

Honestly, I've gone up every line ever released (minus CV), but I'm not even trying with this one. Maybe a game here and there whenever I get free premium, but that's it.

WG introducing an over powered dpm monster everybody goes "that breaks the game its so unhealthy for the community blah blah ". WG introduces a more balanced line the community contributors "thats just so lacking the damage output is so bad". you see why WG don't take you guys seriously?
Harbin, is basically non-existent in a game its not top tier in. it actually could be just a side grade to the tier 7

It’s not a “grind” it’s an “adventure”. The only reason you’re having trouble with it is because you have not played light cruisers much. It is not a bad ship like you’ve described. Fair opinions only matter when the user has a level of skill.
Wait until you get to Jinan. What a piece of crap ship, bow in you get cittadels from DDs like Ragnar, Vampire, Elbing, Kleber. The guns, are a bad joke, very very slow projectile speed, you neeed a lot of lead against DDs, and if they move arround, no chance to hit them. A total useless tree line.
The whole line is a disappointment. They need work. More hitting power, longer range, less lob and better AA.

All the ships that WG has been releasing are just trash nothing In this line really even good, there are better ships in game tiers .....save your money
