Hello, if I got a scholarship to study PhD abroad and I accepted in one of the universities abroad but I failed in the candidacy exam and I got master degree instead of PhD . My question is can I apply again for PhD program and accepted .

Its actually easier than bachelor do it at the same time and take 8 grad courses they have 1 year masters you get a special paper
