I like Gichengo her contribution on this debate was of great maturity puting into consideration that we have lost many lives due to government negligence and stagnation towards catastrophic disasters of flood . The government was aware that many people mostly marginalized lives in informal settlements mostly imperial zones. Am surprised to realize that departmental heads are still clueless. They can't use the provisions given by the constitution to short out challenges that are facing us.unless the president sits them down like kids is when they think. Is there something like fear of retribution? Furthermore even if they notice something they don't take any action without the big man consents. To make it worse is tht when they are out for action they do too little too. People are asked to go to higher areas which places are these. Don't we know that all government institutions and constructions are public utilities. Why don't they tell people to go to schools hospitals chiefs camps and police stations in high areas also involve churches in high places while looking for other mitigation measures? Why should fully grown men and women act like kids?
