I think Phaedra and Kandi's friendship was genuine and Phaedra valued it. Her friendship deteriorating with Kandi were some of the only times we actually saw Phaedra show any real emotion. She was crying in more than one scene. She didn't cry over Apollo, but she cried over the feeling of losing Kandi.
It became a platonic fatal attraction at that point. There was no logic in it at all. Phaedra was seeking to destroy Kandi by any means necessary.
