There is no such thing as the Senate dismissing impeachment charges without a trial anywhere in the Constitution. Dismissal of charges is a prerogative of the prosecutors, which in the case of impeachments the prosecutors are the House, not the Senate. The jury, the Senate, does not have any authority to dismiss charges without hearing the prosecutor's case first. This is a blatant disregard for the Constitution.
