There were a few reasons to do that. While they felt her hairline was too low and ‘ethnic’ looking they ALSO wanted her facial proportions to balance more so she would become more photogenic. That worked, her hairline was still a low hairline but it opened up her face a little more. People need to stop picking small aspects then taking it out of context and making it bigger then it was.

That had nothing to do with ethnicity. Also, Marilyn was not a natural blond and Lucille Ball was not a real redhead. Those changes had nothing to do with ethnicity. It wasn't the case for Rita Hayworth either.

For god sake. Rita was half Spanish, her father and his parents were Spanish. From Seville in Spain. Spain is part of Europe which is considered Caucasian - white. Her mother was American but of Irish decent. Rita enjoyed sunbathing but when she was out of the sun Rita was naturally very light skinned.
