IIRC the Kalmyks can get 2 more states as cores in the north of Astrakhan if you waited until you get those two states.

Also, i forgot a thing about Crimea too. IIRC if you took Stalino, Rostov, and every state bordering the Azov Sea before releasing Crimea, you can make them Crimea's cores.
So yeah, in the end you're partially right in a sense that if you just waited until you secured the Azov coastline, all of it would become Crimean cores.
