You do not necessarily need a centerline, but you can include one if you wish. The arrows show the direction of sight, so yes they will face the portion of the drawing that is shown in the section view.
I did not make a video of drawing this particular part, no. The focus of the video is strictly on a method for creating a section view from an orthographic projection.

I know there was a section plane command but I don't remember how to get it. Perhaps they took it off the new version. :'(
