I believe that after 2017 they loosened the rules so that you only have to be past vertical once you start kicking. In my mind what Lochte might technically have been backstroke, but it should have been allowed because it was in the spirit of the IM. The point is that you can't swim backstroke above the water, honestly it's baffling to me FINA came up with this rule. By this logic, dolphin kicking is obviously swimming butterfly, as you're doing the butterfly kick motion underwater and only flutter kicks on your breast should be allowed. FINA sucks!

On the freestyle flip turn they stayed on their backs to long underwater. It’s the lochte rule
I'm pretty sure that freestyle literally means that you can do whatever. Thats why some people swim 50 breaststroke or 50 fly
