Ordinary lacquer, such as Watco brand, IS "sanding sealer". Now take it and mix it 50/50 with lacquer thinner and you'll get an all-purpose solution that is used in the Far East for all kinds of things. It can be used as a primer or pre-conditioner, can be used in layers as a finish or top coat, and can also be used for touch-ups. Make sure to use it in a well-ventilated area or wear a respirator.

You mentioned the VOC and the long drying time. That is only for oil base. Water base does not emot that and dries extremely fast. I can put down three coats of water base in a home in one day but oil base only one per day

Almost all finishes have VOCs even water based, they are just less toxic.

I use a fast drying Pollyanna that dries in 3-4 hours..
