I'm pretty they meant that one police vehicle using a non-standard siren early in the video. A siren you would mostly hear in European countries, mainly the UK.

yeah, where I am they race each other (and the FD) to get to the fire or MVA so they can post pictures on Facebook first. Ridiculous.
All the lookie-loos that drive out to see the fire, creating traffic congestion that impedes fire fighter response time. The cops aren't a whole lot better as their large number reduces available coverage elsewhere

Yeah, I'm sure directing traffic, evacuating victims, protecting the firefighters from crack heads, preventing people's homes from being looted after they evacuated, scouting the fire, closing roads, investigating arson, and in some cases rescuing people and animals have nothing to do with it. They just brought smores.
