There is a deep theory related to this question. As a short answer to understand it in a simple way we can say, it is because there are most of the Korean surnames are based on sino Korean characters which means they are all come from Chinese characters.That's why their actual Pronunciation is slightly different from the Romanized pronunciation.

Yes, we have pretty much the same one in Korea. It's called 'TOPIK (Test Of Proficiency In Korean) '. You can get a proficiency level from 1 to 6 as a result of this test. I've got some requests from our Learning K family to do some topics related to TOPIK exam. I will try to make a video of it sometime soon!😎👍👍
