B/L is issued by the shipping company, not freight forwarder.
If letter of credit payment method is used, as it often is, B/L passes through the banks before it reaches the consignee, not sent directly by courier to consignee.

Hi, Does your LCL load get taken to a warehouse on or near the port? If it does go to a warehouse, do you have to have a CDL to pickup or can a regular vehicle pick up the load (only 2000 lbs load)? Considering Port of LA or Long Beach.

It varies from what kind of goods and which country you're talking about. Invoice, Packing List, and B/L are the basic. Sometimes you'll need some documents or Certification...etc., and sometimes you need to apply to your government ahead. Check the HS Code of the goods, and ask your government (or check their website).

why such B/L and hassle? can blockchain and smart contracts change that in the future...it might look like, it is also a waste of money and fuel, sending a paper (B/L copy) overseas just to be stacked into a shelf for years, when it can be done digitally...
very outdated industry in my opinion.

Keep the war-front in Asia. Asia have logistics to continue war. Feng-shui sandwich effects of destruction. China to America, India to Europe. You need some sea-air spaces to continue getting sandwiched by weather-climate from destroying places.
