Even then I'd assume it's just lag and not be rude and wait maybe 5 mins. Payo should have let them know he is setting up new spells really quick, and that he will be there in a minute. Communication is key, as they say. Both should show respect, and not be rude. At the same time, it's good to set up spells before getting in group, though I'm assuming he just leveled up, bought spells and then invited to group. Either way, I jump on that ASAP when I get new spells. I macro most of my spells, so I just go into macro list and click the button to refresh the macro to update on new rank (if it's not a different ability).
