I don't think Italian managers are underrated at all. Conte was always considered one of the best coaches in premier League, Ancelotti is a top tier manager, Ranieri did what he did with Leicester, Capello, Sacchi, Trapattoni, etc, etc. Italian managers are considered skillful tacticians, De Zerbi is another one praised constantly.
