The Harkness Test is an actual thing. The idea is that if you run into a mysterious creature and want to...do what bards do best with it then it must meet three criteria.
1. The creature must be fully sexually mature and be at the age of consent/adulthood for its species.
2. You must be able to communicate with the creature either verbally or non-verbally in a way that both parties can understand and speak to each other, or wiggle, or whatever.
3. The creature must consent to your offer of "interpersonal diplomacy" because you always get consent, and rape is bad.

Tl;dr - The Harkness Test isnliterally just being a full-on DnD Bard and asking, "Is it female? If yes, is it legally considered an adult and capable of consent? If yes again, I roll Seduction".

The copium is cheap, alcohol is never a bad idea, make sure you turn Safe Search back on when you walk away from your computer with young children around, and where you'll probably want to pour straight bleach into your eyes on more occasions than you'd think possible.
@@Epicjames15 Dr. Who had a human character from the distant future named Harkness who's responsible for this. A joke that repeatedly comes up in the show's continuity is once humanity finally gets out into the broader universe, it turns out we're far closer to pansexuality than most intelligent species and that's what we end up becoming known for.

I feel like that's all fairly reasonable (but weird and kinda gross in some cases) because to forbid them from having those relations feels morally wrong from the standpoint of rights for fully sapient species. Although human level or higher intelligence is probably another factor that should be added.
