    The reason terrorists were able to take action in Moscow was because Russia was focusing on the war in Ukraine.
    Also, Russian police are only focused on controlling protesters and jailling political dissent to help Putin maintain its power.

      They likely went to Ukraine border because that was the shortest travel distance away from Moscow (since Finnish, Estonian, Latvian, Lithuanian, Polish borders are closed). ALSO due the war, there is the most confusion on ukrainian border, which makes it easier to get out off Russia. Kazakhstan and Georgian borders are also further away Moscow than ukrainian border😅

      The warning was not specific enough to act on. They couldn't shut down all of Moscow for 3 weeks. It wasn't a warning, it was a threat.
