The beat is called The 'Dawali' Riddim. Different artist's write a song to the beat/riddim. There are so many Riddim's.
Sean Paul's 'Get Busy' is on the 'Dawali' as well as Wayne Wonder's 'No Letting Go' like you mentioned.

In Caribbean culture its jumping on the RIDDIM. You'll find a lot of caribbean songs with the same RIDDIM different singers sometimes even 1 artiste has different songs on the same RIDDIM. This RIDDIM is called the diwali riddim and has been used for years. Maybe not the best vocal performance but at a passa passa/ fete/lime(caribbean party) it always get people dancing and singing uh oh.
