I’m planning to move to another state this year and I am not too familiar with that new state and the realtors laws/regulations towards buyers as they’re different from state to state. How do handle an out of state buyer?
Ask if the seller could provide a history of essential utility bills, i.e. electric, gas and water. This could be a selling point or a cost to consider.

My seller hid till the very end that they were divorcing. Only found out because the wife filed too early.

That just went w the seller motivation. I wish I had known earlier my realtor and I could have offered less. Also she filed too early and closing was delayed as the needed to sign everything again.
