Can you do this over existing painted stucco (our house has a rough coat over it but we want a SB smooth mission finish)? Do I use an adhesive first and then two coats of stucco?
B D you may be able to find a product that has adhesive properties to apply first so the render or stucco can take over the top . We have stuff that can go directly over paint in Australia , it has chemicals and stuff in it to make it stick . Check with your local Supplier about options and different products to use . Don’t know shit about stucco . We use sand and cement and polymer base renders .

Question: I have a smooth white stucco exterior like the one you have in the video. When it rains, the white color seems faded/discolored and looks not so nice, but when dry it seems to be ok and the white pops out again. Could there be a problem with the way stucco was applied?
Any cementios finish darkens with water or rain when its dry again it goes back to normal,thats one of the reasons why acrylic is better and more expensive...

Yes you can apply another coat. If you have painted then you would apply an adhesive coat . If you want smooth trowel, then you should apply a fiberglass Netting embedded into bond coat (mesh coat) this will reduce cracking. Then smooth trowel finish. Please note : image imperfect smooth trowel finish. That is how we list this on our contracts.

You can apply it directly assuming your wall is straight, and also assuming your old stucco is not painted. If it's painted, you need to use bonding glue like weldcrete and roll it on the wall with a painter's roller

Looks like Thompsons omega brand smooth stucco, might even be acrylic smooth also by omega , if it were lahabra product it would be Santa Barbara smooth stucco
They do have materials that stick to painted stucco. This is something you would need to do first. Its called polybond, something like this you would want to apply directly to the brown coat this is the coat before you apply the stucco.

You need to sandblasting your house to take off paint, you can't put stucco over paint it will come out.

perfectly normal. all smooth finish stucco will do this unless painted.

you can try Wunderfixx made by Rapidset. sand it until smooth and paint over it.

Cracks are inevitable. All you can do is apply crack reduction coat with netting to minimize cracks
