    If you go past Baguio City and into Sagada, Bontoc, or other places in Central Cordillera, you would have passed along Halsema Highway. And on that highway, you must have made a stopover and taken a restroom break at the “Highest Point.” The Halsema Highroad Point or the Philippine Pali, located in barangays Cattubo and Paoay in Atok town, Benguet, is the highest point in the Philippine Highway System. It has an elevation of 2,255 meters (7,400 ft) above sea level. Ever since Halsema Highway was constructed before World War II by then-city mayor Eusebius Halsema, the Philippine Pali has been the highest in the country. Up until now - because Kiangan-Tinoc-Buguias would like to claim the title of having the highest point of the Philippine Road system. Last February 26, the Department of Public Works and Highways (DPWH) answered Tinoc’s July 2018 municipal resolution requesting for the validation and identification of the new highest elevation point of the Philippine Highway System at Gui’ngaw in Barangay Eheb in Tinoc. According to the DPWH, they conducted their survey last January, and “in this regard, please be informed that based on the evaluation conducted, the highest point along the Kiangan-Tinoc-Buguias Road has an elevation of H=7,968.07 feet above sea level (2,428.66 m) which is 568.07 feet (173.14 m) higher than the declared highest point at Cattubo, Atok, Benguet, with an elevation of 7,400 feet above sea level.” The highest point at Mount Gui’ngaw was only converted into a national road by virtue of Republic Aact No. 10551 in May 2013. DPWH said it will install a concrete marker on the new Philippine Pali. Those who went to visit the new highest point said the highway was very steep and passes through primarily mossy forest. Tinoc, officially the Municipality of Tinoc is a 4th class municipality in the province of Ifugao, Philippines. According to the 2020 census, it has a population of 18,475 people. n the 2020 census, the population of Tinoc was 18,475 people, with a density of 77 inhabitants per square kilometre or 200 inhabitants per square mile. The mayor, vice mayor, and the councilors are elected directly by the people through an election which is being held every three years. Atok, officially the Municipality of Atok, (Ilocano: Ili ti Atok; Tagalog: Bayan ng Atok), is a 4th class municipality in the province of Benguet, Philippines.
    According to the 2020 census, it has a population of 19,218 people. Atok is located at 16°37′38″N 120°46′02″E, situated at the central portion of Benguet. It is bounded by Kibungan on the north, Kabayan on the north-east, Bokod on the southeast, Tublay on the south-west, and Kapangan on the west. The land is characterized as mountainous with many steep cliffs. It is home to Mt. Timbak, the third highest mountain in Luzon. The second highest point in the Philippine Highway System is also located at Barangay Paoay along Halsema Highway, at 2,255 metres (7,400 ft) above sea level.It held formerly the title as the highest point in the Philippine Highway System since World War II until early 2019. This is after the validation and assessment conducted by the Department of Public Works and Highways - Cordillera Administrative Region (DPWH-CAR) Regional Office last January 2019 declaring a new highest point at 2,428.66 meters (7968.045 feet) along the Kiangan-Tinoc-Buguias Road in Tinoc Town some 55 Kilometers east via Atok, Benguet. Atok is 49 kilometres (30 mi) from Baguio, 44 kilometres (27 mi)
