8:02 ryze R tries to predict whether or not you want to take it, and can change its range a bit if the game thinks you're trying to move in to, or out of, it. Usually it works well to help you take or avoid a bad ryze ult (or at least i personally havent seen many complaints about it) but sometimes if you dance around the edge of the portal it can screw up.
His last 2 clicks before the portal initiated were off of it, and he clicked once back onto it as it ported, it looks close but I'm willing to bet ping was enough that the servers didn't register it before it went. It's been a feature of Ryze r since rework and people still dont get it. IIRC there was even an instance that happened in pro and it caused a pause.
