I'm visiting Romania in September!! I rented a car in Scotland, Austria and Bulgaria, and drove without issues. I can't imagine it'll be too different.

If you’re only staying in Romania, should be fine.
Only if you’re crossing borders, but the car rental company should ask you if you plan on crossing borders with the vehicle.

I paid upfront with a deal with the airline to book a rental car, the car was rented with the company Budget.
