The first crime of BTK (that he confessed to) was the murder of FOUR people, the Otero family. Was this REALLY his first kill though? Seems unlikely to me. Although Cindy Kinney's disappearnce was after the murder of the Otero family. It's worth noting that the Otero family were killed in January of 1974. His next victim was in April of 74. Cindy disappeared in 1976. BTK's next killing wasn't until March of 77. So this fits! It also looks like he may have been in Oklahoma at the time, either with the Boy Scouts, or working on installing security systems at a new bank when he worked for ADT. The bank was directly across the street from the laundromat where Cindy disappeared from.

On first sight not very convincing as few of them are in adjacent text form. If you got for example several columns of alphabets in a row you could write anything.
I would look for some kind of organising structure or principle first . Assuming this is the initial format of the puzzle.
It may be more a substitition cipher than a geometric transposition or steg array also.
If the 'puzzle' as BTK sent it was published minus annotation (or rearrangement?) the solving may or may not take another form and be conclusive.
Geometric figures or Runes for example may be letter pointers, or an underlying astronomical constellation which might be behind the rationale such esoteric deviant criminals who may believe in rituals & black or other 'magick'- or simply want to bamboozle with their self perceived cleverness.

I think that the more obvious they are, the less they mean. Things like REALTOR, INSURANCE, TELEPHONE CO are mostly distractions, false leads. For instance, look near the center, near the numbers 2, 0, 3. Next to the zero is a fairly obvious PRAYER. But if you start at the D next to the 3, and go through prayer, you find his name D RADER. The real clue is hidden by a more obvious one.

The US prison industry is a MESS for sure. The problem with execution specifically is that you'll never have anyone view it the same way morally, and you also have too many cases of throwing the wrong guy in jail, even today with better tech.
There are definitely some slam-dunk type cases but there are also a lot of fk-ups too. I've seen different numbers stating anywhere up to 6% or more of people convicted are likely actually innocent. That's too high a % of wrongfully convicted to just be executing people left and right. That's just 1 of the many issues with the US prison system though, it's extensive.

I believe that Rader’s usual victimology was women between 20 and, oh, 50. And his usual MO was to go into a house, kill there, and leave his victim in place. Of course part of his signature included taking crime-scene pictures and trophies - usually drivers licenses - as well although the police didn’t know some of those details until later, especially the Polaroids. Now of course one of his first victims was a very young girl but she was killed with the rest of her family - the Otero’s - and left in the basement hanging from a pipe, so she was considered only one piece of an overall “project” to him. So I would be a little skeptical of Rader taking a teenage girl, killing her elsewhere, and then maybe dumping the body, and not trying to leave any clues it was another BTK killing. Part of his signature was he wanted “credit” for his kills early on, often through the media, and a cold case, where BTK not being a suspect is, well, suspect.

He looks like he is half dead already. I don't think this should be an out for the cops to call the case solved until they find the victim. At this point with 10 life sentences I think the best thing authorities can do is offer to make BTK guys life in prison a little better for a confession and a location of her body.
