    In this episode essentially what Hacker and Sir Humphrey were given was a poisoned chalice in trying to come up with a national transport policy. A job nobody else wanted because of issues with civil service departments and the unions.
    They were working together to get themselves out of this job.

    The end game is to remind the PM that he is not in control, the electorate are. Sometimes it's good to remind MPs they are the servants, not the master.

    Felipe - Sir Humphrey's end goal is to maintain the status quo. In the USA, as I understand it, when a regime changes the support staff changes with it. Here, not so. The Civil Service is nominally there to support whichever regime is in power but is also protective of it's own position. There is also the class issue. Members of Parliament may not have been to the same schools and universities as those who are supposed to be their servants, like Sir Humphrey, a highly articulate product of public school and Oxford and/or Cambridge. Hacker went to the LSE, highly reputable but with no tradition.. And God knows where he went to school!

    Hello Felipe. I used to watch this at university in fits of laughter with the first person I had met and befriended. He is now a UK minister. I often wonder how he gets on with the civil service.
    The end goal is that we laugh as we believe this is what goes on.

      Well, you might have gone to University with a future Minister but I spoke,** albeit, briefly, with ITV Weather Presenter: Sally Williams at Trafalgar Square yesterday which, clearly, trumps that.
      ** I say spoke. Actually I told her a quick anecdote and she sent me on my way with "Well Done Mate!"...

      Hi Alan. If you mean The Isle Of Skye then 641 miles :)
      HOWEVER, I AM a very proud South East Londoner first, South Londoner Second, Londoner 3rd, Englishman,4th Brit 5th and European 6th :)
      My nomenclature is a long story but suffices to say 67 years ago I was born 2 miles from Central London and now have lived in this house on the very edge of S E London/Kent for 38 wonderful years and every day is party time just 11 miles from where I lived before :)

      I was actually remembering how I used to come to work meetings near Parliament in Westminster many years back, a trip of a couple of hundred miles down M1. My friend did ask me to come see him when first elected, but it is not quite like popping down the road, so I never got to go, just the odd e-mail. Driving down to work in Hastings once a week when much younger would be as near as I came to your neck of the woods.

    Deliberate leaking can be even more devious than just gauging the public reaction. What is intentionally leaked is often more extreme than the actual policy proposed, so that when the real announcement is made the position feels fairly moderate and reasonable, but in fact the boundaries of what people will accept had been psychologically shifted in the preferred direction of travel. The politicians can also safely deny and dismiss the accuracy of the leak and claim that they are, of course, listening to the people.

    The policy was to amalgamate (bring together) the trains, buses, taxis all together. But it was so difficult to do they were trying to put the Prime Minister off.
