I highly doubt that regular Eli has the strength to pull Gman down from that fence, but this is Fatherly Instinct Eli. His power is at maximum right now.
Eli is using his weight. G-man is incredibly scrawny, so it's no surprise he can't hold onto the fence with Eli holding onto one of his legs. The question is, how was Eli able to keep up?
G-man is not one to bodybuild.

Sure, G-man can transcend space and possibly time to an extent, avoiding the entirety of the combine forces…but can't escape Eli's mad dash.

Your dad must be a really cool guy if he was not only willing to but also nailed Eli's voice acting, you can really FEEL the anger/annoyance in his voice and the impression aint half bad either

This reminds me of how in a HL1 demo in "We got Hostiles" the gman runs away if you try to shoot at him
The G-Man referring to Dr. Vance ready to tear him limb from limb for kidnapping his daughter as "particularly upset" is side-splittingly funny to me.
The G-Man trying to climb over the fence but failing gets new meaning after the most recent episode of Freeman's Mind 2.
Him yeeting the suitcase is a nice touch.
I love how Dog,, the most physically powerful friendly character in the franchise capable of dunking on Striders and wiping out small armies, just looks on in awe at the fury of a pissed off dad.

I really thought this was gonna be a serious animation at first. Then the music kicked in.
Also seeing a panicked Gman yeet his case over a fence and try to scale the fence is probably the greatest thing I've seen. The only other time I've seen Gman panicked was the time Benrey appeared in his "dimensional tunnel" (as I call it) during one of the episodes of HLVRAI.
Considering Gman's apparently capable of altering events in space and time, he could easily send Eli to a previous timeline if he wanted to. lol
