Not really. Joker tries to corrupt Batman. Spawn is already corrupt. It's just that this guy is forcing him to to his job and kill for Malborgias (I forget how to spell it). It means torturing him in dreams or quietly taunting him to do his bidding. Think of him as not only Joker, but Bueno Excellente and Mr. Burns all in the body of a literal demon. If he and Joker collided, this guy would murder and eat him until he barfs from the gas Joker lets out. Unlike anything else, the true Joker Toxin will just give him food poisoning.

I'm trying to answer this intelligently, I believe the reason his human form is a clown because typically clowns are fun, friendly and nice and Todd McFarlane wanted to show that even something so "great" (in the eyes of some people) can be nothing but pure evil.
