It's like the "shiny new donkey for whoever brings me the head of Colonel Montoya" quote, it really seems like it's a reference to something, but apparently isn't.

Ok I'm probably not supposed to but I have a theory! The Jade Monkey is a type of small statue that is needed for some sort of ritual that can only be performed on a full moon. It is probably very cold where the ritual takes place which is why they need the ice scraper and they need the road maps to find the palce.
My guess Jade Monkey is referencing treasure hunt movies like Indiana Jones or National Treasure, with Burns being the villain that wants to take the treasure for some nefarious plot.
