My guess is the dog is possibly being treated for heartworm. They can't get their heart rate up at all during treatment. Not sure but that was my guess

These dogs,..the one sitting a top the bags of mulch, or sand or something, and the human trying to get him to come to him, and get him down,...the look he's giving him,..like,.."I don't trust you,..your, your gonna drop me,..you won't catch me,..naahh, I'm staying right here!",...and the other one, with the empty water bowl,..huh, gone past asking for water,..sitting there daydreaming of the times that bowl was full to the rim with water,...lol poor sweetie,..lol,..they are a trip,..I swear,...personality just like us as diverse, as anything,..they are an absolute joy,..Godspeed, long healthy, happy life to all the darlins in the video, and families,.....
