When speaking in a historical context you can refer to a former president as "President Trump" or "President Obama" but strictly speaking, it is entirely acceptable to refer to them in the present as "Mr. Obama" or "Mr. Trump", although most media will err on the side of respect and say "former president ." I get that Trump fans like to think of Trump as still president and have an almost worship of him as a Christ like figure, but in truth he's just a former president who lost the popular vote twice, won the electoral vote once, and refuses to accept any loss or responsibility by blaming his mistakes and losses on others.
