Can we still use the old minecraft train method?

If you mean minecarts, then yeah thet still run on rails however. You can even couple carts together with an item from create of the minecart coupler.

Is there a way for me to decouple railcarts from the locomotive and to attach different ones to the same locomotive?

I don’t believe there is a way with the base create mod other than dissembling the entire train; if you have the sub mod called “Steam n rails”, I believe it has a block something along the lines of “decoupler” or “train decoupler” that will separate your carriages if they are lined up properly
