i stand 4'9 only and I always have trouble finding the right pair of clothes everytime. I also have a short masculine body , big thighs and thick legs at the same time. It felt bad about wanting to wear something you want because you know It will never suits you.
I'm 5ft4ins and quite thin but my legs aren't long. As my legs are very thin I don't like to highlight this so I prefer a loose leg with a pant that comes in at the waist and widens out with pleats but tapers in towards the ankle. They don't need to have pleats but just as long as there is enough movement and fabric to hide my legs. I can manage to wear leggings but only with something loose on top. I did recently purchase a pair of linen wide leg pants with a matching double breasted blazer. I'd never worn wide leg pants before as I thought I could never pull off the look. To my surprise, the suit looked amazing and despite the legs on the pant being quite wide they still looked great. They still need to be taken up as I refuse to wear pants dragging the bottoms of the legs on the ground as in many of the photos shown. Although I'm quite used to altering my pants/jeans by now.
Short, petite women can wear anything as long as you do everything in proportion. It's no big deal. I've been wearing longer pants with high heels covering part of the heels ever since I can remember, Its no big deal, really! You can be fashionable and even get compliments on a mini, midi, or maxi dress or skirt. No such thing as petite women can't wear this or that. It's when you are heavy is when there's limited choices, although I have seen heavy women who can look good and fashionable. Looking good in any clothes depend on poise and confidence, on how you carry yourself, not limits.
I was 4ft 11 inches 20 years ago (probably a few inches shorter now since I am pretty much ignore my height), but I do not have a problem of finding clothes because of my height. I have not thought of I should wear this or should not wear that style because of my size. Probably because I can fix all clothes that I purchase to fit me. I find myself having limit of styles because of aging. I am not saying that I disagree with you but I think the most important thing it how confident and comfortable I am on the clothes. If I wear the perfect clothes as someone advises me, but I am not confident and not comfortable, they do not look good on me. It is the question of "Am I wearing the dress or is the dress wearing me?" when I decide what to wear.

Also 4'11" and wear a size 2 1/2 XW shoe so shoes are also a big problem. Heels do not come in my size. 7/8 leggings are a game-changer.
